Spencer fought Patrick Mullings at Grundy Park Leisure Centre in Cheshunt, herts on February 18th 1997, where he won the vacant Southern Area Super Bantamweight Title.

Referee Richie Davies described the Daily Star sponsored fight as "the best fight I have ever been involved with.

The fight was also voted "Boxing Best of 1997" by the magazine "Boxing News". Their analysis of the fight was:
"In the end Oliver wore down his south-paw rival, but until then both competitors showed skill and heart which belied their their experience. Oliver who suffered a nasty cut over his left eye, won on accumulation, whereas Mullings scored with classy combinations and showed a terrific chin.

There were no clinches, fouls or ill-tempered mauling.

This was boxing at its finest."

Spencer won the fight in the 10th and final round after the Referee stopped the fight.
